Roast oats in a hot pan for 3- 5 minutes until it starts to aromatize.
Heat oil in a pan and add mustard seeds, chana dal, urad dal and curry leaves. Sauté until chana dal becomes golden brown.
Next add onion, green chilies, ginger and sauté until onion becomes soft. Then add carrot, peas and sauté for another 2-3 minutes.
Add turmeric powder and stir for 2-3 minutes. Then add capsicum and sauté for again 2-3 minutes.
Finally, add 3-4 cup of water and salt as per taste. Bring this mixture to boil, then add roasted oats into it.
Mix well and cover for 4-5 minutes until all the water gets absorbed and oats cook well.
Once cooked garnish with coriander leaves, lemon juice and chat masala.
Serve it with raita or any chutney.
